eg September Equinox 2019 will be at 3:50 a.m. (Eastern daylight time) on Monday, September 23
Equinox and solstice dates vary by a day or so from one year to the next. The 21st is simply the traditional date used in shadow studies. Even then, sun angles change a bit from year to year.
